Board Minutes: Tuesday October 23, 2007

 

         Andy Boyce convened the School Board meeting at 7:00PM in the Art Room.  The following were present:  Andy Boyce, Robin Brown, Jennifer Reining, Susan Weider, School Board; Alice Worth, Principal; Brian Carroll and Linda Rosa, OESU; Jill Graff, Thetford Treasurer; Keith Thompson, TES Facilities Manager

 

Agenda Review – added:  Executive Session for paraprofessional contract negotiations

 

Action items – none

 

Minutes – MOTION:  (Reining/Brown) moved/seconded to approve the minutes of the meetings of 9/25/07 and 10/15/07; unanimous.

 

Orders – MOTION:  (Brown/Reining) moved/seconded to approve order #6/07, payroll deductions for 9/28/07, and payroll for 10/15/07; unanimous.

 

7:30PM Dave Celone joined the meeting

 

Public Comment – Broader opportunities for ThetfordÕs high school students.  Dave Celone would like the Board to look for a broader array of opportunities for Thetford Academy students.  Discussion.

 

Correspondence – MOTION:  (Boyce/Reining) moved/seconded to accept with regret Kristen DowneyÕs resignation from the School Board; unanimous.

 

Financial

                  Linda Rosa, OESU, presented Thetford School DistrictÕs Expenditure report for 2007-2008.  A budget report for salaries was categorized in a more clear way so salary line items refer only to personnel paid under that category (i.e. regular education, special education, paraprofessionals etc.)

                  Linda reported that the audit is going well.  A full report should be completed in the next few weeks.

 

7:55PM Dave Celone left the meeting.

 

                  Discussion of financial roles and responsibilities.

Reports

Facility Report – Keith Thompson and Alice Worth are working on a template for long range planning.  Water pumps will need to be replaced or design changes will need to be made in the near future.  This seems to be a design issue that has caused problems since installation versus a repair problem.  Keith Thompson will ask Jim McGrath, OESU, to check with the Department of Education to see if he can get an engineer to come look at the pumps to advise.

TA Board Representative – none

SuperintendentÕs Report – Brian Carroll distributed copies of Thetford teacherÕs goals for 2007-2008. Teachers will choose course work, etc to meet these goals.

Discussion.

PrincipalÕs Report – Alice Worth circulated a written copy of her report noting Strategic Plan Implementation, Enrichment Activities, and OESU Curriculum Activity.  Discussion, which centered on professional time available to teachers to work on Strategic Plan initiatives.

Legislative Report – The DOE has sent out notification of hearings on establishing a State Wide School Calendar and the VSBA Conference on November 1st and 2nd will be titled:  ÒThe Step Toward the Transformation of Education in Vermont.Ó

 

Other Business - none

 

Executive Session  - MOTION:  (Reining/Brown) moved/seconded to go into Executive Session at 9:07PM to discuss paraprofessional contract negotiations, the premature dissemination of which would clearly place the Board at a significant disadvantage; unanimous.  Out of Executive Session at 9:15PM.  No action.
